Town of Ellettsville
Ellettsville
was founded in 1837 and officially incorporated September 16, 1866. Today, the town government consists
of the Town Council, Clerk-Treasurer as well as Street, Utilities, Planning, Police, and
Fire
Departments. The five-member Town Council and Clerk-Treasurer
oversee the administrative and financial functions of the town government.
Ellettsville officials strive to work closely with other elected officials
and area organizations that have a stake in the well being of the community,
including the Ellettsville Chamber of Commerce, Ellettsville Main
Street, Monroe County Government, Monroe County Solid Waste District, City
of Bloomington, Bloomington Economic Development Corporation and The Town of
Stinesville.

Ellettsville Police Department

Ellettsville Police Officers
are Marshal Tony Bowlen, Chief Deputy
Marshal Jay Humphrey, Sgt. Russel Harris,
Ron McGlocklin, Steve Bartlett, Alva Bohall, Craig Davis and
Eric Chaudion.
The Ellettsville Police Department "our men
in blue" are now at 1406 W. Temperance St., in Ellettsville. The staff is well equipped and well
trained to handle the public safety needs of the Ellettsville community. With
9 full-time and 3 part time officers and a well- established
reserve unit, consisting of 15 Deputy Marshals, they patrol the streets and
protect the citizens day and night. The Police Receptionist, Robin Roberts
works 9:00 am to 4:00 pm Monday through Friday to assist the public with
reports and gun permits.
Each full-time officer is Indiana Law
Enforcement certified, while the reserve officers have all completed their
mandatory 40-hour pre-basic course. The officers are active in the community
in many ways, both on and off duty. Three of the 7 officers are breath test
operators. The officers have
take-home vehicles, equipped with radios, radar, and video cameras.
The Police Department is always ready to serve and welcomes
the challenges posed by a growing community.

Ellettsville Street Department
The Ellettsville Street Department has the challenge
of maintaining the streets, storm drains, street signs, town parks, town
parking lots and other town property. They do the mowing, trimming leaf
pickup, snow removal, and other town keeping functions. Leading the department
are Street Commissioner Jim Ragle, Foreman Danny Stalcup, Mike Griffey,
Mike Richardson, Kip Headdy, David Fluke, and Scott Bruce.
To do their job, they have six dump trucks,
2 backhoes, a small dozer, a grade- all, two service trucks, a bucket truck, 2
leaf vacuums, a brush chipper, a paver, a roller, and 2 street sweepers. Their
busiest time is between March and November when they are busy keeping the
trees and grass under control. Tree trimming chips are available for free to
any town resident. The balance of the year allows them time to maintain and
service their equipment while they prepare to combat the snow and ice that
threatens the citizen's safe passage.
The Street Department staff is very
conscientious of the job they do for the people and businesses in the
Ellettsville area. They welcome and encourage citizens to call with problems
and suggestions so the street department can provide a speedy response.

The Ellettsville Utilities Department
The Town of Ellettsville Utilities is a municipally owned water & wastewater utility.
It is managed by Bynum Fanyo Utilities, a private utilities management firm.
The water utility consists of 90 miles of water main and two storage tanks
with combined storage capacity of 1M gallons. The water utility center currently serves approximately 3600 customers
and has daily average flows of .9 MGD
(Million Gallons per Day). The sanitary sewer system consists of the
Ellettsville Wastewater Treatment Plant, which also serves Northern and
Eastern Richland Sewer Corporations, and includes approximately 22 miles of
sewer mains in the collection system. The sewer utility serves approximately
3040 customers and has daily treated flows of 1.1 MGD.
The office is located in the Town Hall, at
the corner of Sale and Main Streets. Individuals wanting to sign up for
new services, start-up existing water service or pay their bill can stop by
during regular office hours. Also, individuals wanting new services can call
ahead to request an on-site evaluation and estimate for installation charges.
Rates for water usage range from $2.89/1K
gallons for the first 3K inside town to $3.77/1K out of town. Rates for sewer
are based upon the water usage and this formula: $3.25 x # of gallons used +
$23.90.

The Wastewater Treatment
Plant is located northwest of town on Red Hill Road. Built in 1997 with a design capacity of 2.3 MGD, it
utilizes state-of-the-art technology, including ultra-violet disinfection, to
ensure the highest quality effluent.

The Utility Service building is located at
6150 N. Matthews Drive. Personnel and equipment are dispatched from this
location. Utility crews consist of 2 plant operators and 9
operations-maintenance personnel. The utility boasts about its modern fleet of
equipment, including a new combo jet-rudder for cleaning and maintaining
sanitary sewers.
Storm Water
Quality and why it is a concern:
Anytime it rains, water falls onto
many different surfaces, and depending on the surface, it either enters the
ground, or runs off to another location. For instance, if rain falls on
grass, a portion soaks into the ground, but if it lands on a paved parking
lot, it runs off the lot to another location. Within the Urbanized Area
of the Town of
Ellettsville,
much of the rain runs off of driveways, parking lots, and streets, where it
picks up oil, grease, sediments, and many other pollutants that are harmful
to the environment. To report erosion problems at construction sites,
please call the Ellettsville Planning Department at 876-8008.
Most
people don't realize that the polluted runoff from impervious surfaces (like
pavement) runs into storm drain inlets which drain directly into streams and
other water bodies (including drinking water supplies such as
Lake
Monroe).
This type of pollution is called non-point source pollution because the
overall pollution comes from many different sources. Polluted runoff damages
and kills vegetation, fish, and wildlife habitats. Runoff from failing
septic systems and farms can cause E. coli levels in waterways to become
dangerous to human health, and can cause overproduction of algae in lakes
and ponds which lead to fish kills.
The only way to lessen this
pollution is to reduce the amount of pollutants washed away by storm water.
